Proposal 1

Increase the number of high school athletes participating on a club team (non-school team) to 4.

Rationale

This will help even the percentage of volleyball players allowed to play on a non-school teams with other sports.  Currently, volleyball has the lowest percentage with 42%.  See below:

Baseball – 5         (5/9 starters    =55%)

Football – 6          (6/11 starters =54%)

Softball – 5          (5/9 starters    =55%)

Basketball – 3     (3/5 starters    = 60%)

Soccer – 7           (7/11 starters  =65%)

Volleyball – 3      (3/7 starters    =42%

Proposal 2

Eliminate the cap at 25 in sets one and two for Freshmen. Win by two. 

Rationale

According to research, volleyball rallies typically are 4-7 seconds in length with time in between plays being 10-12 seconds. It takes less than 15 seconds to score one additional point or less than a few minutes on the long end to win a set. There are no additional timeouts.

Proposal 3

Seed the top two teams in each sectional and regional to allow the best teams to play for the championship. Other teams’ placement will be a blind draw. 

Rationale

Using the Z-Ranking, conducted by Indiana PrepVolleyball, teams in the state are ranked using an algorithm formula to determine their RPI. These rankings are also used by MaxPreps to rank teams in each for their weekly releases. This could also increase the income generated at sectionals and regionals.

Volleyball could be the pilot sport to see the advantages and disadvantages of seeding the tournament.  Reminder, our poll is based on an RPI measurement not a coach’s poll.
